Other superiors of the measure »¿e not san guine. But in view of the contingency, ; and of the general endorsement <>t the bill by Democratic conventions Ibiougli- uut the country, it is well to recall just what it proposes. The Mills Bill pro poses to cut off, in round numbers, $78,- 000,000 of the surplus revenue. Of this amount $54,0o0,000 is taken from the tariff an<l $24,000,000 from the inter nal taxes on tobacco. It adds to the free list flax, hemp, jute, salt, tin, plate, w.Hil and a few other articles. The pres ent average rate of the tariff on dutiable goods is 67.10 per cent. The Mills Bill would leave it at 40 per cent. The present average rate on aitides af- i fected by tbo bill is 55.16 per cent. The propm-ed rate would leave it on these articles at 33.36 per cent. And this is the bill that is called the “Free Trade" measure! It leaves thd average duty 10 percent, higher than it was under the Morrill Tariff of 1862, and within two point» of what the average was in 1881 when a Republican tariff’ commission j recommended and a Republican congress I pretended to make a reduction of 20 per [ runt., which would have left the average I duty 33.60 per cent. The schedules of | luxuries in the present tariff are left un touched. All the reductions are made on the essentials of manufactures the necessities of the people. If the cham pions of protected monopolies shall de feat this moderate revision they will see some “tariff-smashing*’ in earnest next time. Goldendale, W.
